About review of city planning park, green tract of land
In Motoichi, city planning park, green tract of land of 747 places, approximately 1,464ha (as of the end of March, 2020) are decided. At present, there are no parks or green spaces that have not started maintenance at all, but after the maintenance has been partially completed, there are parks where undeveloped areas remain for a long time, and we are reviewing city planning parks and green spaces.
Issues of Urban Planning Parks and Green Spaces and Process of Review
１．It has become a nationwide issue that it cannot be maintained for a long period of time, and that private land has been restricted for buildings based on the City Planning Act for a long period of time.
２．In November 2011, the Ministry of Land, Infrastructure, Transport and Tourism revised the "City Planning Operation Guidelines" and showed the concept of "city planning with an emphasis on management cycle", which regularly reviews city planning facilities. .
３．In March 2015, Kanagawa Prefecture created the "Guidelines for Reviewing Urban Planning Parks and Green Spaces", and the way of thinking for reviewing city planning parks and green spaces was shown.
４．In "Yokohama-shi water and green basic plan" revised in June, 2016, it is listed as "we examine review of city planning park, green tract of land".
Based on 1-4, we compiled "basic way of thinking of review of city planning park, green tract of land" of Motoichi and reported in Yokohama-shi city planning council of August, 2016.
Basic Approach to Review
| Conformance with laws and regulations and related plans | Related laws and regulations such as the "Yokohama City Park Ordinance", which stipulates the standards for the City Planning Act, park maintenance goals per citizen, placement and scale, and the "Yokohama City Water and Green Basic Plan", "Yokohama Green Up Plan", etc. We plan consistency with upper plan. |

| Verification of park functions | Regarding the functions required for park green spaces, we will consider not only the functions originally required, but also the functions currently required, taking into account socio-economic conditions and changes in the surrounding area. |

| Consideration of historical assets and the current state of the region | We will consider historical assets such as cultural properties and shrines and temples, as well as changes in demographics and citizen requests for parks and green spaces. |
| Verification of feasibility and substitutability | We verify based on priority taking into account the maintenance situation of the park concerned and the maintenance situation of neighboring parks and green spaces, and still severe financial situation. In order to ensure functions, we will verify the possibility of area change, verify alternative land around the area, and verify alternative facilities around the area. |
About function required for city planning park, green tract of land and plan area, we judge comprehensively while securing equal or more by change of city planning decision area or maintenance of alternative park in principle.
Subject to review
City planning parks and green spaces including undeveloped areas for more than 20 years after the latest release were subject to review, and 19 parks corresponded. .
About applicable park, we verify individually from "viewpoint in review" and, as a result, refer to Yokohama-shi city planning council when it is judged that city planning change is necessary.
Progress of the Review
As of the end of March 2020, the city planning change of 3 of the 19 parks to be reviewed has been completed.
