In City Counsil, parliamentarians with the same principles and arguments come together to form a denomination.

At present, City Counsil requires at least two members to form a denomination. Members of the Diet who do not form a denomination will be "independent." However, when a member of the "independent" reports the name of a political organization to which he / she belongs to the chair, the name can be added.
In addition, the assignment of chairpersons of each committee and the time of remarks at the plenary session are determined in proportion to the number of members belonging to each denomination.
