Plenary Session

The plenary session consists of all members of the Diet and determines the will of City Counsil. All proposals submitted to the City Counsil and opinions expressed by City Counsil are ultimately resolved at the plenary session.
Members of the Diet come to the floor on the day they are convened, and in principle, when more than half of the members of the Diet are present, the meeting is held by the declaration of the chairman.
At the plenary session, explanations and questions on the proposed agenda, expressions of pros and cons, and voting on whether or not to accept the proposal will be made.
In addition, it is customary for members of the Diet to ask general questions that ask ideas such as the mayor about measures of municipal administration in general.
