Flow of Meetings

The flow of ordinary regular meetings except the first regular meeting to discuss the initial budget is as shown in the following figure.

Plenary Session
1 The opening principle requires attendance at least half of the number of members of the Diet, and the opening declaration of the Chair begins the activities of the City Counsil.
2. Proposals will be submitted on the opening day of the agenda. The agenda is referred to as the agenda item.
3 Proposal explanation The proposer will explain the contents of the submitted proposal and the reasons for the proposal.
About 4 question bill, member of the Diet asks question (question), and proposer answers this (answer).
5 Commission referrals In order to examine bills submitted to the committee in detail, refer to the relevant standing committees.
6 General questions Members of the Diet ask questions about measures of municipal administration in general, and the mayors answer.

Committee
Each Standing Committee will examine the proposals and petition submitted at the plenary session in a professional and detailed manner, such as receiving detailed explanations from the executive body and asking questions, and whether the committee should agree or disagree. Decide.

Plenary Session
1 After the Committee Reporting Committee, the plenary session will be held again and the results of the review by each committee will be reported.
2. Opinions in favor or against the agenda are expressed.
3 When the decision debate is over and all opinions are issued, a decision will be made to agree or disagree with the bill or petition.
4 The closing declaration of the closing Chair concludes the activities of City Counsil.

In addition to the plenary session and each committee, the City Counsil also has meetings that are held as necessary. One of them is the Council of All Members.
The All-Council is a meeting in which all members of the Diet gather and hold to discuss important municipal issues. We do not perform deliberation, examination such as bills and receive explanation from executive bodies such as the mayor and give opinion.
