Businesses that can be considered as transition destinations for home-based childcare are as follows.

• Characteristics of small-scale childcare business

・Capacity: 6 or more and 19 or less
・Being able to be used for a variety of purposes according to the local situation, such as measures for waiting-list children in metropolitan areas and maintenance of childcare bases in declining population areas.
・A variety of entities can provide high-quality childcare using various spaces.
・Being able to shift from various business forms, such as nursery school branch offices, group-type small childcare, and local independent businesses.

• Establishment of cooperative facilities in small-scale childcare business

・As the criteria for the approval of small-scale childcare businesses under the new system, it is required to set up (1) support for childcare content and (2) "cooperation facilities" that play the role of receiving trays after graduation.
・“Collaborative facilities” are (1) authorized child institution, (2) licensed nursery schools, and (3) kindergarten. The form of cooperation is not only related to “1:1”, but also “1: multiple”, “multiple: 1” and “multiple: multiple”.
・Matters that require expenses for cooperation and matters that must be ensured to be fulfilled (when carrying out the school lunch externally, jointly receiving a contract doctor health check-up, or establishing a priority quota as a receiving place after graduation) requires the conclusion of an agreement (contract, memorandum, etc.). In order to shift the current home-based childcare to small-scale childcare under the new system, or to implement new home-based childcare and small-scale childcare, each meets the standards for facilities and operation (not yet indicated by the government). It is necessary to receive "authorization" and receive "confirmation" that it is a facility subject to public payment.

At the time of the enforcement of the new system, it is supposed that there was a "confirmation" that the home-based childcare business is actually being implemented as a home-based childcare business under the new system. . （Article 8 of the Supplementary Provisions for Child and Child Care Support Act (outside site)）

The specific procedures and methods for confirmation have not yet been provided by the government.

The standards for small-scale childcare and home-based childcare will be determined by Yokohama City as ordinances and rules based on the standards indicated by the government as government ordinances and ministerial ordinances (scheduled during FY2013).
