A person who intends to submit a proposal shall meet all of the following conditions:

1. Being not a person listed in Article 3, Paragraph 1 of the Yokohama City Contract Regulations (March 1964 Yokohama City Regulations No. 59) and a person who has the qualifications specified in the provisions of Paragraph 2 of the same Article.
2. Being a person who has been registered for "316: Computer Services" or "320: Various Survey Planning" in the Yokohama City General Competitive Bidding Qualified Person List (Articles, Consignment, etc.) in Reiwa 5.6. However, this does not apply if you are applying for the above event at the time of submitting the application form and the registration is completed before the date of identifying the contract candidate.
3. Being a person who has not received a nomination suspension based on the measures outline such as Yokohama City nomination suspension on any day from February 2, 2024 to a specific date for the contract candidate.
4. Support for procurement, project management, development, maintenance and operation of business systems in prefectures or cities designated by government ordinance for any of the 20 tasks (*) that are positioned as subject to standardization by a Cabinet Order based on the "Law Concerning Standardization of Local Government Information System". Have a track record of carrying out commissioned work such as support related to maintenance and operation.
   ※20 Business: Resident record, property tax, personal residence tax, corporate residence tax, light motor vehicles tax (keijidosha-zei), electoral list management, national health insurance, The Long-term Care Insurance, welfare for the disabled, Child Raising Allowance, social security, medical care for the elderly, National Pension Plan (Kokumin Nenkin), health care, school attendance, Child Allowance, child and child care support, family register, family register, Seal Registration
5. A person who has not been subject to suspension of bank transactions.
6. A person who has filed a petition for commencement of rehabilitation proceedings pursuant to the Corporate Rehabilitation Act (Act No. 154 of 2002) or a petition for rehabilitation proceedings pursuant to the Civil Rehabilitation Act (Act No. 225 of 1999) (rehabilitation or rehabilitation) Excluding those who have been decided to start and have recognized by Yokohama City as having no risk of being unable to fulfill.)
