A person who intends to participate in a bid must meet all of the following conditions and receive confirmation that he / she is eligible for bid participation.

1. Being not a person listed in Article 3, Paragraph 1 of the Yokohama City Contract Regulations (March 1964 Yokohama City Regulations No. 59) and a person who has the qualifications specified in the provisions of Paragraph 2 of the same Article.
2. Being a person who has been registered in "316: Computer Services" in the Yokohama City General Competitive Bidding Qualified Person List (Articles, Consignment, etc.) in Reiwa 5.6
3. Person who has not received nomination suspension based on measures summary such as Yokohama-shi nomination suspension on any day from application deadline of bid participation procedure (April 18, 2024) to date of successful bidder decision thing.
4. A person who has a track record of building and operating and maintaining the National Health Insurance business system in a government-designated city.
5. A person who has a track record of design, development, operation and maintenance of large-scale systems related to public institutions such as government offices within the past five years.
6. A person who has a track record of system migration to large clouds, construction of various networks, design of external interfaces, etc.
