2. Change of characteristics of land of 900 square meters or more in "land pertaining to specific facilities for using harmful substances"

1. Change of traits of land of 2,000 square meters or more and less than 3,000 square meters
2. Change of land characteristics of "business establishments such as the use of specified hazardous substances" (no area requirement)

2. Emergency measures necessary for an emergency disaster
