Promotion of support for advocate in the event of a disaster in the region
In Great East Japan Earthquake, issues related to assistance to those who need assistance in the event of a disaster (advocate needed during a disaster) have been highlighted again. In the event of a disaster, the role played by the community support is very important for the prompt implementation of safety confirmation in advocate and evacuation assistance. In order to demonstrate the power of community support, it is necessary to create a face-to-face relationship with advocate and a system that supports local communities from normal times.
In Hodogaya Ward, we are promoting the reduce disaster damage Movement by 200,000 inhabitants of the self support and community support, as well as the Hodogaya Hot Town Development, to support local efforts to support advocate in the event of a disaster.
What is advocate in case of disaster?
Those who need assistance in taking a series of actions in the event of a disaster, such as evacuating to a safe place, in order to quickly and accurately grasp the necessary information and protect themselves from disasters.
In general, the elderly, disabled, infants, pregnant women, foreigners, etc.
Why do you need assistance?
Large-scale disasters in the past, including the Great East Japan Earthquake, have often been affected by disasters in advocate. On the other hand, most of those who were buried alive or trapped in buildings were saved by self support community support.
In the event of a disaster, everyone may be affected, and everyone may be in need of disaster advocate. In order to minimize damage, it is necessary to create a face-to-face relationship in the region and create a supportive system.

There are various issues regarding the need for assistance in advocate in the event of a disaster, but the local community is particularly necessary for assistance in responding to difficulties in evacuation and delays in rescue immediately after the disaster, as well as consideration for living in refuge.

Relationship with Relief Town Development
By promoting efforts to support the advocate in the event of a disaster in the region, we can create a face-to-face relationship and provide peace of mind for those who need advocate from normal times. It has also led to the promotion of relieved town development based on the basic philosophy of "a town where people can connect and support each other and live with peace of mind."
Introduction of Information Sharing Method
Based on the revision of the Yokohama City Earthquake Countermeasures Ordinance (February 20133) and the Yokohama City Earthquake Countermeasures Ordinance (August 20133), we will introduce an information sharing method as one of the options for identifying advocate in the event of a disaster.
What is the Information Sharing Method?
This is a method of providing advance notice from the ward office to the target person about the registration in the list provided to the local disaster prevention organization, and providing personal information (list) unless there is a willingness to refuse.
We conclude agreement with ward office and area to work on and have you report about management person of personal information or storage method of list. In addition, all those who look at the list are required to take training on personal information.

- Gender
- Phone number Other Contacts
- Reasons for requiring evacuation support
- Other necessary items
Target person
Those who live at home in an area where the information sharing method is introduced and who fall under any of the following (including those who have not yet joined Neighborhood Association Neighborhood Associations)
(1)Those who are certified as requiring nursing care or support in The Long-term Care Insurance who fall under any of the a to c
(a) Those who need nursing care 3 or more
(b) Elderly people living alone, or elderly households who need support or need nursing care
(c) Those with dementia (persons who need nursing care 2 or less and who have a daily independence of dementia 2 or more)
(2)Persons with physical disabilities, intellectual disabilities, and patients with incurable disease who have been determined to provide services under the Comprehensive Support for Persons with Disabilities Act
(3)Among the visually impaired, hearing impaired and physically handicapped, those with a certificate of the physically disabled 1st to 3rd grade
(4)Nursing notebook (love notebook) A1 and A2

※In fiscal 2023, a questionnaire survey conducted by Neighborhood Association Neighborhood Associations, Neighborhood Association Neighborhood Associations and others answered that they are working to support advocate in the event of a disaster.
