What is a Historic Site?
Among the archeological sites, those that are indispensable for the correct understanding of the history of Japan and have high academic value in terms of the size of the archeological site, remain, and excavated relics are called historical sites.
About construction in designated historic spot
In the city, there are historic sites such as the precincts of Shomeiji Temple, the Sandendai Site, the Choinagiri-dori, and the Otsuka and Toshikatsudo Sites.
In these historic sites, permission from the Commissioner of the Agency for Cultural Affairs and the Board of Education is required to apply for a "application for permission to change the status quo" when constructing or renovating a building or modifying the topography such as embankment. . You may be punished by law if you do not obtain permission or do not comply with the terms of such permission (Article 197 of the Law for the Protection of Cultural Properties). In addition, it takes about 3 months for permission to be granted.

Examples that require procedures for applying for permission to change the status quo
1 New construction, renovation, extension or removal of buildings
2 Topographical changes such as embankment and cut of land
3 Installation, repair or removal of structures, pavement and repair of roads
4 Cutting of wood and bamboo
5 Installation, repair or removal of underground buried objects
6 Other acts that change the current status of historic sites or affect the preservation of historic sites
