2023 energy saving house relocation assistance system (* finished)
By subsidizing some of the costs required to relocate to energy-saving housing with the highest level of insulation performance conducted by child-rearing households, etc., we will promote the spread of houses with higher energy-saving performance and promote the distribution of vacant houses. This will lead to the promotion of child-rearing generations to move into and settle in the city.

1 Overview of the subsidy system (households targeted for assistance, main requirements for assistance, amount of subsidy, etc.)
1-1 Households eligible for assistance
One of the following households ※2:
- At the time of application, child (age is under 18 years old as of April 1, Reiwa 5 (2023). In other words, households with children of child birth since April 2, 2005)
- At the time of application ※Households that are 1 and are under the age of 49 as of April 1, 2023
※1 A person who has not reported marriage but is in a situation similar to a marriage relationship, a person who has reserved a marriage, or an oath based on the "Summary of Handling of Yokohama City Partnership Oath" (established on November 13, 2019) Including those who have made declarations and those who intend to do so. However, the marriage reservation person must have a marriage relationship at the time of the performance report.
※2 Relocation to a two-family house (for example, a case where three generations live together) depends on the conditions, so please consult us in advance.
1-2 Main requirements for assistance

※1 By March 31, Reiwa 6 (2024), register the preservation or transfer of ownership of the house to be relocated. Ownership must be owned by a member of the subsidized household that can be relocated to the target house.
※2 From April 1, 2023 to March 31, 2024, submit a resident registration of all members of the subsidized households.
※3 Includes those that meet the requirements after the relocation.
※4 Relocation to a two-family house (for example, a case where three generations live together) depends on the conditions, so please consult us in advance.
(i) Self-owned property in the city ※It's not a change of residence.
※Excludes cases where members of the subsidized households who can relocate share them (for example, if the couple relocates together from a property shared by a couple).
※Excludes relocation from properties shared by members of the subsidized household with relatives.
C) The conclusion date of any of the following contracts must be after April 1, Reiwa 5 (2023)
- Construction contracts for new construction or renovation of houses that meet the conditions (order house type * 1, existing house renovation type * 2)
- Sales contracts (building sales type, purchase resale type) for the acquisition of houses that meet the conditions
※1 In the case of a custom-built house type, for example, a contract that determines the insulation specifications and the contract amount for construction is applicable. If you want to apply for a reservation, you can apply at the stage of contracting to determine the ordering destination of the design you have signed before the above contract, or at the stage of exchanging documents about the application. In addition, since the series of flows and the names of the documents vary depending on the business operator, please contact us if you have any questions.
※2 In the case of existing house renovation type, contracts that show that all openings such as windows meet the requirements of the target house (such as windows and other openings meet insulation repair (ZEH level or higher)) are eligible.

※If a subsidy other than this subsidy is issued to a target house funded by a national or local government other than this subsidy, "construction contract to build or renovate a house that meets the conditions" and "acquisition of a house that meets the conditions If the amount obtained by subtracting the subsidy amount from the amount of the sales contract is less than 700,000 yen (1 million yen for outside the city), the lower amount will be the subsidy limit.
2 Application acceptance period
2-1 Reservation application (optional) ※It's closed
The deadline has been closed on November 30, 2023.
What is a reservation application? In order to improve the convenience of subsidized households, we accept and approve reservations at the stage of new construction and renovation of houses that meet the conditions (such as custom-built houses) and at the stage of application for building confirmation (such as built-for-sale houses) In that case, we will secure a budget for three months (can be extended up to six months) from the date of approval.
2-2 Application
From April 3, 2023 until the budget limit is reached (at least until December 28, 2023)
2-3 Performance Report
As a general rule, please report within 30 days after relocation (report of resident registration).
※If the relocation is at the end of the fiscal year and the performance report cannot be made within 2023, we will separately instruct the performance confirmation and the performance report deadline within the fiscal year.
3 Application method
3-1 To households eligible for assistance
- On application of this subsidy, please have you conclude "Yokohama-shi energy saving house relocation subsidy joint business conduct agreement (the eighth style)" between household targeted for assistance and housing company.
- Both the reservation application and this application will be made through the housing companies that have concluded the joint implementation agreement (the “Child Eco House Support Company” in the country). (Not concluded at the time of reservation application)
- If you are a subsidized household who is considering relocating, please tell the housing company you are consulting that you would like to use this subsidy.
- Subsidies are paid from Yokohama City to housing companies that have applied for grants. At the time of signing the joint implementation agreement, both parties must agree that the return of subsidies from housing businesses to households eligible for assistance will be made by one of the following 12 methods.
①Method of allocating to the debt (limited to final payment) to Party A (residential business, etc.) of Party A (subsidized household) pertaining to the contract
②How to pay in cash

3-2 For housing operators, etc.
- On application of this subsidy, please have you conclude "Yokohama-shi energy saving house relocation subsidy joint business conduct agreement (the eighth style)" between household targeted for assistance and housing company.
- We perform a series of procedures such as reservation application, this application through housing companies ("Child Eco House Support Companies" of the country). When applying for the grant of this system, please register in advance as a "Child Eco House Support Company" (possible during application).
- Subsidies are paid from Yokohama City to housing companies that have applied for grants. At the time of signing the joint implementation agreement, both parties must agree that the return of subsidies from housing businesses to households eligible for assistance will be made by one of the following 12 methods.

3-3-3 Performance Report

In the electronic application and notification system, enter the information on the performance report (Form No. 16) and report required documents after attaching the data.
If the contents of the performance report are deemed appropriate, the company will be notified by a subsidy confirmation letter. (We will notify households eligible for assistance by notification of the amount of assistance.)
3-3-4 Subsidy Request
Please request from the electronic application and notification system.
Details of the procedure will be announced at the time of notification of the grant amount.
3-3-5 Changes in the content that has been approved for reservation (reservation change application) ※It's closed

- Please fill in the contents of the reservation change application form (No. 12 style) in the electronic application / notification system and apply.
- When you want change, please contact Housing Policy Division beforehand by all means.
- After the application, we will review the contents and if it is deemed appropriate, we will make a decision on the change and notify you with a change decision notice.

In this subsidy, at the time of reservation application, after relocation, etc., the applied housing companies and households subject to assistance will cooperate in surveys such as questionnaires and interviews at any time.

5 Other Support
About Flat 35 [Regional Cooperation Type]
By cooperating with Yokohama City and the Japan Housing Finance Agency, if you use energy-saving housing relocation assistance and borrow at [Flat 35], you can meet the prescribed requirements and reduce the borrowing interest rate along with the grant of subsidies You can get a reduction.

※[Flat 35] Regional Cooperation type application to Yokohama City is a prerequisite that energy-saving housing relocation assistance be used.
Interest rate reduction
①Interest rate reduction of mortgage loan [Flat 35] (initially 10 years, 0.25% per year) (child care support) ※Households prescribed in Article 2 (1) a of the Outline (households with children under the age of 18) are eligible.
②Interest rate reduction of mortgage loans [Flat 35] (initially 5 years, 0.25% per year) (greening) ※Those who are based on the households prescribed in Article 2 (1) a of the outline (households where one of the couples is under 49 years old) and who relocate to a new house with the requirements to be subsidized (ordered house type or building sale type) is eligible.
