A person who satisfies all of the following items
（１） Person who is registered in "Relationship of Goods / Consignment (List of Qualified Persons in 2023 / 2024)" on the submission date of the proposal participation application form.
Or, qualification screening is currently underway at the time of submission of the bid participation application form, and registration has been completed by the date of identifying the trustee.
（２） A person who has not received suspension measures under the provisions of the "Yokohama City Nomination Suspension Measures Guidelines (Partial Revision on April 1, 2021)" from the deadline for submitting the participation intention application form to the specific date of the trustee .
（３） Being a person who does not fall under the provisions of Article 167-4 of the Local Autonomy Law Enforcement Ordinance (Government Ordinance No. 16 of 1947).
（４） Have a track record of coordination between technical startups (domestic and overseas) and supporters (domestic and overseas).
For supporters and coordination work, refer to technical startups as shown in the "Supporters" column of "Explanation of support expected to be domestic and overseas supporters" in "Business Explanation Document 7(2) 1" and coordinate them so that they can receive the support exemplified in the "Support Content" column.
（５） Have a track record of growth support services (*) for technical startups (domestic and overseas)
　※Example of growth support services: Improve the business model of technology startups, support commercialization, and operate incubation facilities.
（６） In the case of a joint venture (a community formed for the purpose of jointly performing the work), all of the following conditions must be satisfied:

(A) To satisfy the conditions of (4) and (5) as a consortium.
C. The secretary shall be determined, the name of the representative of all members shall be stated, and an agreement of the consortium stamped with each representative shall be concluded. The seal of the secretary to be sealed shall be the same as the one used at the time of contract.
D) The assignment of members is clear in the “Consortium Agreement” depending on the content of the work.
※The Joint Venture Agreement shall be submitted at the time of contract.
E. A member must not be a member of another consortium that makes proposals for the business. In addition, members of the consortium must not participate as a single company.
