Established in 2013 as a subcommittee of the Seya Disaster Prevention Network (* 1), mainly by organizations supporting persons with disabilities. Nine organizations that support the advocate (*2), including the elderly, infants, pregnant women, disabled children, and foreigners, have been cooperating and cooperating in normal times toreduce disaster damage. In addition, we disseminate information such as issues and what we can contribute to to the local community through lectures on understanding the needs of advocate during disasters and the dispatch lecture/off site lecture for evacuation shelter (*3) and so on. In 2011, the Seya Ward Self-Defense Fire Organization Liaison Council was reorganized and started the following year after the Great East Japan Earthquake's review. Initially started with 31 organizations, but now 369 organizations from various industries in Seya Ward participated, focusing on organizations supporting persons with disabilities. It has been about a year and a half since I became mayor, but there are various issues that municipal administration has. Parenting, which I particularly focus on, and the support of the elderly, is becoming increasingly important. There are also community development and welfare. Regarding disaster prevention, since Yokohama is a huge city, once a disaster occurs, the damage will be great, so I think it is important to be prepared on a regular basis.
Under these circumstances, we have always been interested in how self support and community support initiatives are being carried out in each region and how we can expand them throughout the city, including self support, community support, and government support. In particular, I think it is important to see how reduce disaster damage can be promoted through self support and community support to reduce damage to people in advocate, including the elderly, disabled, pregnant women, infants and foreigners. This time, the Seya Disaster Prevention Network Subcommittee "Pinch as an opportunity! I have heard that the members of the reduce disaster damage community support Association are challenging this difficult task, and I would like to exchange opinions with you. Thank you very much.

The reduce disaster damage community support Association was launched in 2013 with the participation of people involved in the advocate in need of disaster, including the elderly, disabled, pregnant women, infants and foreigners.
The bandanas we wear are yellow for those who want to support, green for those who can support, and for those who can help, we can communicate with Bandana as a landmark in evacuation shelter.
Currently, Seya Ward has a population of about 122,000, of which:
・65 years old or older (approximately 28%)
・Infants aged 0 to 4 years (approximately 32%)
・Foreigners registered (approximately 1.6%)
・Those who have a certificate of disability with three physical, intellectual and mental disabilities (approximately 6%)
It's a coincidence. We feel that residents of Seya Ward need to be aware that many people need some kind of support and consideration in the event of a disaster. We use this pinch as an opportunity to take on challenges to reduce disaster damage.

The secret word is "same each other!"

Participant

First of all, I would like to talk about the reduce disaster damage Action Workshop, where you can experience life in refuge. This initiative has been implemented seven times since 2013, and a total of 422 people have participated so far. In refuge, everyone is survivors, so it is important to find what you can do and cooperate with the operation. We had an experience of assembling cardboard beds and temporary toilet, set up a reception desk, prepared a communication board, writing board, and multilingual display sheet, and filled out the refugee card with consideration given to everyone.
In the food distribution experience, some people could not say "I want" what I needed, felt the importance of consideration and support to prevent vulnerable people from being spilled out, and in the sleeping experience assuming night I felt the need to devise ways to rest, such as "The floor of the gymnasium is cold and I'm worried about the noise around me."
In the exchange of opinions, there were many opinions that led to "help each other" regardless of nationality, age, or gender. The secret word is "same each other!" So, starting with a greeting, I felt it was important to create a relationship that could understand and help each other.

Points of support and consideration

Next, I would like to introduce a lecture on understanding advocate in case of disaster.
This initiative conveys the points of support and consideration for the advocate in need of disaster so that they can understand each other and help each other in the event of a disaster. It has been held six times since 2013, and about 1,300 people, including the community, home disaster prevention staff, local welfare officers, children's committees, companies, and firefighters, participate. The 5th and 6th were also distributed on the Internet, and many people watched it. We have also been conducting dispatch lecture/off site lecture in evacuation shelter since 2014.
I think people in advocate who need a disaster have a strong image of being a "helper." However, we have taken advantage of our experience in the reduce disaster damage Action Workshop to promote initiatives under the theme of "something we can cooperate even if we have a handicap."
In this course, I told you that if you understand the characteristics of the advocate in need of disaster and the points of support and consideration, people in advocate in need of disaster can help manage refuge.
People with hearing impairments are not "hearing" = "cannot do anything". If you give us the information correctly, you can do the same work as you.
People who are said to be developmental disabilities and autism vary from person to person, but younger generations are good at working and cleaning by communicating "specifically," "slowly," and "gently." I told you that understanding during normal times will lead to the best disaster prevention.
Through the experience of pregnant women and children's field of view, we conveyed our consideration for women's perspective in refuge and children and pregnant women. It is sometimes said that children's voices are noisy, but it is effective to create a place where they can play. Even children may be able to help with distribution.
I think many elderly people can help prepare meals and watch over their children even if they can't do hard work.
Regarding foreigners, he spoke about the situation of foreigners in Seya Ward and the necessity of "easy Japanese" as well as the differences in lifestyle and culture. Some foreigners can speak Japanese and native languages, so you can ask for an interpreter. In addition, I think "easy Japanese" is something that can be understood by children, the elderly, and people with disabilities.
For people with mental and mental disorders, we talked about what mental and mental disorders are and what kind of understanding should be provided. It is difficult to see, the symptoms vary, and in unusual environments, it is very important to take the medicine you are taking accurately. And having a role also leads to stability of the mind, so everyday involvement is important even in an emergency.
These "Characteristics of advocate in Need of Disasters and Points of Support and Considerations" were distributed to evacuation shelter in the ward.
It is a meeting where organizations, parties, and supporters who are engaged in various activities are gentle but firmly connected through the activities. Let's go! It is a big difference whether you know or not the "points of support and consideration" when you say that. We will take on the challenge of reduce disaster damage with "pinch" as an opportunity.

The "Seya Disaster Prevention Network" contains people from various industries. Can you tell us if there are any merits or issues of cooperation?

Participant

The Seya Disaster Prevention Network was originally established in the 18th ward of the Self-Defense Fire Organization Liaison Council, which basically involves training in initial-stage fire-fighting techniques. using indoor fire hydrants from companies, but I heard that there is not much cooperation between companies and individual organizations from Seya fire department, and that Seya Ward has a relatively large number of local people.
In principle, there are many companies in the Self-Defense Forces Firefighting Organization Liaison Council, but Seya Ward also has volunteer groups and other organizations, and is working on a loose connection. So, I think the best advantage of the network is to know what kind of people are in the area. Conversely, since each of them is engaged in various activities, I think there is still an issue in how to cooperate with them.

Currently, 369 organizations are participating, but it has increased tremendously.

Originally, Seya Ward has a small number of companies and many self-employed people, so the participation of self-employed people gradually increased.

I didn't participate in the early days, but when I actually participated in the disaster drill and those involved in it, I found various difficulties and obstacles, and I realized there.
Also, in the situation where people with disabilities have come to refuge, we do not know how to respond. This "Pingchan" is a very plain and steady activity because we create a relationship of getting to know each other and approaching each other, but I think it's good after all.

What is necessary is to raise awareness to create an environment in which we stand on the starting line together.

I would like to ask specifically about "consideration" and "support" for the advocate, but please tell us that people who are isolated in the event of a disaster can be tackled from normal times and that they are working on it.

We have been educating schools and local residents for 15 years to deepen our understanding of people with developmental disabilities.
In recent years, I have heard that one of the reasons why these people are isolated from society is that the school age truancy triggered the rapid increase in the number of people who continue to withdraw until middle age, and countermeasures are tight. There seems to be a survey that one of the causes of truancy includes developmental disabilities, and there are situations in which the environment must be prepared from school age immediately.
We believe that what we need to reduce the number of truancy is not a viewpoint from the perspective of compassion and "help" but a change of consciousness to create an environment in which we stand on the starting line together.
I think it is essential to understand the surroundings in order to live with peace of mind without isolation in the area. I believe that raising awareness of disability will have a great effect on responding to the advocate in the event of a disaster, and we believe it will be one of the most comfortable cities to live in. "Everyone is different in Yokohama," I intend to continue activities that everyone can live with peace of mind.

What we do is not to respond to disabilities, but to raise awareness.

What kind of activities are you doing specifically?

There is an enlightenment class on understanding developmental disabilities in elementary schools, and among them, people with disabilities actually feel how they feel and how they look. . I hope that elementary school students will understand that it is important for people with disabilities to understand abstract words very difficult to understand and convey them in easy-to-understand and short words. .

I think there are various types of developmental disabilities, but are each handled finely?

What we are doing now is not to deal with disabilities, but to raise awareness. In order to promote local people's understanding of disabilities, there are people with intellectual disabilities, ADHD, LD, etc., even though they are developmental disabilities, and we are enlightening them to have their own characteristics. Assuming that people with developmental disabilities can come to evacuation at local disaster prevention bases, we make a movie that these difficulties are expected, and we are doing activities to let the local people know. .

I would like to create opportunities for foreigners and Japanese to interact in the region.

Is there anything you have been working on for foreigners from normal times?

Participant

I'm also from China, and there is a language barrier when foreigners come to Japan. In the event of a disaster, it is important to receive the right information in the context of language barriers. To do so, I think it is necessary to raise awareness of preparations and attitudes in the event of a disaster. In addition, TV and other media reports that when a disaster occurs, they distribute meals and water in refuge, but from a foreigner, many people misunderstand that if they go to a nearby school in the event of a disaster, they can easily eat meals.
In Japan, we do disaster drill every month at nursery schools, but those who came to Japan after studying abroad or adulthood have never been trained in the event of a disaster in their own country when they were young. Therefore, I think there are many foreigners who are not used to earthquakes.

Originally, it started with child care support activities, so I would like foreigners to come to "local child care support bases" and "open space for gathering parents and children" before the disaster. Among them, for example, we share daily information while talking about "Do you prepare stockpiles for disaster prevention in the event of an earthquake?" We are working to create opportunities for foreigners to come to disaster drill, which is held in the ward, by making flyers in easy Japanese, inserting translation information and distributing flyers.

People who are raising children do not recognize that they need advocate during a disaster.

If you have any notices about the awareness and preparation of disasters of those raising children during their daily activities, can you tell us?

Participant

People who are raising children have no awareness of advocate in the event of a disaster, so I would like to expand this. In particular, pregnant women feel that such recognition is weak.
We carry out disaster drill in open space and base, and many people participate. In the city, at the time of health check-up, etc., we would like you to make leaflets on measures to be taken in the event of a disaster and raise awareness.
Also, I myself have experienced the Kumamoto earthquake and feel the need for liquid milk very painfully. I think the stockpiling of powdered milk and baby bottles is probably both. But when all water, gas and electricity are stopped, liquid milk is very important considering disinfection.

Some elderly people have weak chewing and swallowing skills.

What do you need to be aware of the elderly, preparedness, or preparedness in the event of a disaster?

I think every business operator and facility are the same, but we are preparing three days of emergency provisions in case of disaster. However, some elderly people have weak chewing and swallowing power, so we have about three types of meals, such as soft mixer meals in stockpiles.

Rather than teaching sign language, get people who are deaf.

What kind of efforts are being made in the sign language circle?

Participant

First of all, people who can't hear do not know by appearance, so I don't know if there are people in the neighborhood who can't hear in their daily lives. Therefore, rather than teaching sign language, it is more important to have people who are deaf. This tells us that people who are deaf can communicate with gestures even if they are not sign language.

I can speak words because I haven't heard since I was 40 years old. So, if you don't say, "I can't hear you," the other person will not notice it. First of all, I say, "I can't hear you," and say, "Please write me." Otherwise, the biggest problem is that you don't know what I can't hear around you.
Also, there are many deaf people who can't speak, so I think it's hard to talk with healthy people. Healthy people can't use sign language, and they can't speak words. I think that's the most worried about how to talk in the event of a disaster. So, when I joined evacuation drill, I would like you to keep note papers and writing instruments.

Are both children and adults aware of increasing opportunities to actually touch and get to know?

We also meet and study with people who can't hear them in sign language circles, but hearing impairment is an invisible obstacle, and I can't understand just by looking at it. However, if you hold sign language classes at school, get in touch, and meet, you will have the consciousness that some people will not hear. When you provide something in the event of a disaster, I hope you will be aware that some people may not hear it. It is not "in the event of a disaster with usual", but I hope that you will be able to provide a place for exchange where you can communicate regularly and a place to raise awareness that there are people who cannot hear in each region.

I think it is important to give consideration to the need for advocate and promote understanding, but there are many people who need advocate and there are many necessary considerations, so the government should also promote efforts to promote understanding.

Many pregnant women are working today. So, first of all, I think it is important to have the consciousness that you will become people unable to return home. For example, I think it would be nice to put shoes that are easy to walk in at the company, make sure that you can carry them with water, or put simple sweets in your pockets.

Participant

You may not be aware that you need advocate because you are usually healthy and work, but pregnant women are pregnant women, and first triage (*) is yellow tags. As with the person himself, I would like pregnant women to have a high awareness of advocate in the event of a disaster.
In addition, many pregnant women are fashionable and unfamiliar with them, so I think it is important to attach a maternity mark and appeal.
