Established in 2009 as a place for parents and children to gather in order to prevent the isolation of parents and children, led by the Neighborhood Association of the Asahi North District and the Japan National Council of Social Welfare. Currently, in Asahi Ward, where the birthrate and aging population are declining, local volunteers have been working hard for many years so that parents and children can raise their children with peace of mind without isolation in the Asahikita district, which is located in the suburbs of the city. It is used by many parents and children.

Mayor
I would like to focus on "child care" very much. The problem may be happening on the spot, so I will have the opportunity to talk with people who are working on the spot like everyone on the theme of "child care", just being in the government office I am studying by giving me a notice that I do not understand.
Parenting means nurturing one person, so I realize that there are really various aspects. Today, I would like to exchange opinions with everyone who has been working as a child care salon for many years. Thank you very much.
Beginning with the creation of a better environment for "parent and child isolation and prevention of abuse"

In 2000, there was no administrative baby classroom in this area, so we rented an audio-visual room at Kamishirane Elementary School, where caregivers and the community realized the joy of raising children through play and worked to create a better environment. The "Parent and Child Play Association" has been launched as a place to carry.
In 2003, the A2 Line, a department responsible for child-rearing support activities, was established at the Japan National Council of Social Welfare in the Asahikita district, and the need to raise children in the community was widely known to caregivers and local people. We have also launched the Takekko Club as a place where mothers can breathe.
As the number of elementary school student increased, we moved our activities to Asahikita Junior High School, where students can interact with small children during breaks and enjoy the fun of raising children.
However, once a month, "Medaka" was born in May 2009 because parents and children cannot use various things. It is now open five times a week. Local chief children's committee and users since the opening of "Medaka" have been working as staff, and 16 people from their 40s to 80s are involved as volunteers. Teamwork is good, so I am saved because each person works independently in the right place.
Not only prevent isolation but also raise children throughout the community

You mentioned that it was an initiative that was started not to isolate parents and children who are raising children, but how do you feel the change in the child-raising environment after you have been active for 12 years?
Participant
By starting with the aim of not being isolated, I thought that the connection with the community had changed very much. The volunteers of "Medaka" are all people who can walk, so they meet at supermarkets and call out, really have a deeper relationship like granddaughter, not only preventing isolation but also raising children throughout the community I feel like

What are the driving forces and secrets of continuing these activities?
Participant
The Asahi-Kita area has a strong spirit of volunteering, so everyone is friendly. If you say one voice, everyone will come together, and it is not only child care support, but as I mentioned earlier, I feel that the elderly and the child care generation are mutually supported .

How do volunteers get involved in volunteering?
Participant
It is a word of mouth that health activity promotion members and local welfare committee members who are supporting local child care will help you even after the officers are over. And it's long because everyone is good.

Everyone, they're really good friends.
I think that the activities continue to be active with the participation of volunteers. Will you continue to find leaders in human relationships such as the Japan National Council of Social Welfare in the future?

As we are aging, I think that new people, it will be connected if you can cooperate with the mothers who are here now.
What each values

Could you tell us what you value in doing your activities here?
Participant
The reality is that I left what my father left because you told me that you wanted to continue. However, I also wanted to do something for the community, and there was a great deal that I had to leave it as it was.
Since a small child is coming, it's not easy to recruit volunteers to say, "Yes, recruit, please come." That's why I'm inviting the staff to come when I have built a relationship of trust. After all, if you don't have such a relationship, the staff will not be able to collect it.
Also, a small child is afraid to go alone and cannot make a park debut. When I came to "Medaka" and heard that I went to the park for the first time with a family of 3 or 4 people, I hope that I should continue this business as it is.
After all, I think it would be best to have places where you can feel safe and consult. I'm also involved in nursery schools, but my mother often says, "I was saved." I hope there is a place to be helped in these areas, and I run it.

Many of the parents who come to "medaka" have moved to Asahi Ward from other areas and live there. Asahi Ward has a lot of greenery and a comfortable place to live in, so I've moved here, so I hope I can help you enjoy raising children. If you can make connections between mothers, when you go to kindergarten, elementary school, or junior high school, "Is it easy to raise children?" "I hope my mothers can talk about their worries and have fun raising children." I call out and volunteer to support them.
Participant
I have raised my own child, have studied to some extent of child care, and have experienced it, so I wonder if I have some advice. My grandchildren are kindergarten students and fourth graders, but when they were preschoolers, I was absent from the staff and I came here as a user. So, in the sense that I am raising children with my current mothers, I came to say, "Let's raise children together, not just mothers." As a volunteer, I have a stance that I should be close to my parents and children.

When I was able to have my eldest daughter, I didn't go so much, but when my second daughter was born, my eldest daughter was very stressed, and I asked parents and children in the same situation, "It's good." I came to go.
I'm very grateful for this here, so I want to do what I got when I was a user.
Participant
For example, when consulting from parents, my experience is inevitably the main thing, so I am careful to keep my flat thoughts in myself as much as possible so as not to give strange guidance. Whether or not the correct answer is different from person to person, so I try to communicate so that I don't communicate what I've done is right.
Participant
The main policy is to express and accept those who came with great joy, saying, "I came a lot." My mother is only two parents and children, and I often hear that I want to talk to adults, so my motto is to talk.
Feelings and Challenges for Future Activities

Have you been active here in "Medaka" for 12 years and how do you want to operate it in the future?
Participant
In this area, there are fewer children, so if mothers who are stuck in raising children in their homes can come here and dissipate their mood, I would like to do it as it is.
Mayor
What challenges do you have in continuing your activities?
Participant
It's a publicity activity, or a PR activity that there is such a place here. I've been doing it until now, but I'd like to do PR activities more than ever and have many people come here.

Participant
Volunteers will work hard, so I feel really encouraging and I want everyone to continue for a long time.
Issues felt from activities, what the government needs
Mayor
What kind of involvement and support should be provided by the government in continuing these activities or raising children in the community?
Participant
It's not support, but the number of dual-income households is increasing very much, and everyone will return to work immediately, so I think the period during which you bring your child is too short. For example, it seems that you can participate only when you are 0 years old, you can only participate until about 1 year old. A little ago, many people went to kindergarten until just before entering kindergarten, but now I realize that there are very many children who graduated from such a plaza among 0-year-olds. There is.
I think some people are returning to work because they want to work, but more and more households may not be able to live without working. I want to take care of my time with my child, but I think that some people will return to work because they will not be able to live unless they work, so I feel that is an issue.

It would be helpful if you could protect such places and activities so that you can continue in the future.
"Medaka" was moving due to the problem of earthquake resistance, and was in a little easier to understand before. Because it was near the shopping street, some people could jump in, but it is difficult to understand here, so if you look for a place where you can lend a little more widely, other facilities will increase You.
I'm borrowing here with a promise of 10 years, but I don't know how long this building will be left. There is no new place for other salons, even if they have to go out. The reality is that you can't borrow it. If you don't get the understanding of the region, you can't lend it. There are many reasons why children's voices are noisy.
I also run a nursing care facility, but if you try to build a facility, you may be opposed by the neighborhood. Still, there is no choice but to ask and build it, but from the government, for example, if it is possible to build it next to a community house, it is a little easier to operate.

Users are still in use today, but how often do you use it?
Participant
It has decreased a little now, but I used to come every day before, and now it's a lot two days a week. It's been four years since my upper child came from the age of one and moved to Asahi Ward. I feel like I've made friends because of this. When I moved, I was checking if there was such a place, but I couldn't come alone because I was nervous. However, there was a staff member here in the same Neighborhood Associations, who asked me to speak out and came here.
Participant
The frequency has decreased, but I used to come 2-3 times a week before. I wanted to play here in the morning and take a nap at home in the afternoon, and when I could come, I came quite often.
I moved just before my child was born, so I didn't know anyone, so I felt like I was just working. I came here in the baby classroom, and for the first time I learned that there was something like a support center. It's about a year old, but it's wide and running around, and the toys are completely different from those at home. Mothers can also consult about raising children, and there are staff, so it's easy to hear and rely on them.

From two months ago, before the COVID-19 pandemic, I felt like I had lunch here and stayed until evening.
Participant
I don't have lunch because of the situation now. I also want to increase the number of people, but I can't give out the infected person of COVID-19 here.

You're right. That's why I think your child's safety is protected.
Participant
As the government provides the baby classroom here, the baby classroom uses the open space as it is. Cooperation with public health nurses has been very smooth and we have participated in meetings.
What a child-raising household seeks from Yokohama City
Mayor
I think it's really cute to see the children right now. If you look at that kind of face, you will be happy. I will continue to focus on raising children in the future. From the mother's point of view, what kind of support should be provided in child care in Yokohama City?
Participant
My parents' home has few children outside the city, but there are a lot of subsidies from birth, milk support money, and child care support, but with the impression that there is nothing in Yokohama City, there was no baby visit due to the corona disaster, so if you teach me various things, it may be true, but there is nothing.
Participant
This kind of place was near the place where I happened to move, so I can make friends like this, and children can play with children of the same age, but if a little far away, I would like to go if this corona disaster happened, so I think it would be nice to increase more. In this area, when I went to the park, there were not many children of the same age, and at first I was very worried that I could make friends, but I was able to get along because of this place.

Some things are getting bigger and you don't need it, but I hope it would have been nice if you had diapers or milk or help since you were a baby. Compared to other cities, I feel, "Why are there in that city and not here?" After that, due to the corona disaster, the events disappeared, and when I was the upper child, Bon Odori and stalls came out and were doing festivals. Maybe I don't remember it anymore. I'm a little sorry. I would like you to revive events that have been rooted in the community.

I think that your child's feelings are really wonderful, and above all, I thought again that the government must support what you are working on with the feelings of volunteers. .
The COVID-19 pandemic has been prolonged and activities have been restricted. However, I think that everyday life will return in the future, and I think that the government must support the return of everyday life as a government.
I would like to do what I can, including financial support for families with children. Among me, the priority of things related to children is high, so I would like to strengthen them.
