　This plan has been formulated for the purpose of protecting citizens' lives and property from damage caused by the collapse of buildings built under the old seismic standards (seismic standards before May 31, 1981). Because the second plan reached the final year, we raise opinions of citizen's all of you about draft of the third plan to devise newly.
