Private use of the Izumi Public Works Office mutatis mutandis river and transfer of authority
Among the rivers in Izumi Ward, Izumi Public Works Office manages ordinary rivers (general sewers and waterways), the Aizawa River (Kamiida Town), and the Udagawa River (Minami Nakata 5-chome*), which has been delegated authority over second-class rivers.
Application procedures for private use of riverbed are outlined below.
In addition, second-class rivers other than Aizawa River and Udagawa (Sakaigawa, Akuwa River, Izumi River) are managed by Kanagawa Prefecture.
※The area that is a second-class river of Udagawa is downstream of Nakada Bridge. Upstream from Nakada Bridge is ordinary rivers (general sewers and waterways).
Mutatis mutandis river (Aizawa River)
Among ordinary rivers (managed by Yokohama City), the Aizawa River (Kamiida-cho, Izumi-ku) is a "quasi-use river" in which part of the provisions of the second-class rivers of the River Law is applied mutatis mutandis.
In the case of private use of riverbed, it is necessary to apply for private use under the River Law as well as second-class rivers.
We will check the location and scope of private property and private use, so please consult with Public Works Office before installation and application.
In addition, standard of private use permission assumes the minimum necessary as in general sewer (waterway).
The area managed by Izumi Ward is from Izumi Bridge, the border with Seya Ward, to the confluence of Sakaigawa.
The Koyasu River (Koyasugawa / Okazu-cho, Izumi-ku), a normal river, becomes a general sewer (waterway).
Transfer of authority river (Udagawa)
The Udagawa River, a second-class river (Nakata Izumi Ward <Muraoka River>), has been delegated from Kanagawa Prefecture to manage rivers and is managed in Yokohama City.
In the case of private use of riverbed, permission under the River Law is required.
We will check the location and scope of private property and private use, so please consult with Public Works Office before installation and application.

The area managed by Izumi Ward is from Nakada Bridge to Totsuka Ward.
Upstream from Nakada Bridge is a normal river, which is a general sewer (waterway).
Permit application and application documents
- Private use of land (Article 24 of the River Law (outside site))
It is permission necessary when we occupy land in river area.
Please submit permission application (style: 8 <A>), private use of land (style: Otsu-2) (PDF: 67KB) and attached materials to Public Works Office. - New construction of structures, etc. (Article 26 of the River Law (outside site))
It is a necessary permission when new construction, renovation, or removal of structures in the river area.
Please submit the permission application form (Form: 8 <A>), new construction, renovation, removal (Form: Otsu-4) (PDF: 67KB) and attached materials to Public Works Office. - Excavation of land, etc. (Article 27 of the River Law (outside site))
This permission is required when performing activities to change the shape of the land, such as excavation, cutting, and embankment, in the river area.
Please submit permission application (Form: No. 8 <A>), change of land shape (Form: B-5) (PDF: 67KB) and attached materials to Public Works Office.
