About reading of some copies of Basic Resident Register, we can perform only in the following cases.

When it is necessary for the national or local government agency to perform the affairs stipulated by laws and regulations.
Conduct statistical surveys, opinion polls, academic research, and other research that are deemed to have high public interest in light of the standards set by the Minister of Internal Affairs and Communications.
Implementation of activities conducted by public organizations that contribute to improving the welfare of local residents, which are deemed to have high public interest.
Confirmation of residence relations performed for purposes other than profit, those specified by the mayor of the municipality as confirmation of residence relations due to filing of a lawsuit or other special circumstances.
