The Revised Animal Protection Management Act clarifies that pet owners have a responsibility for "lifelong breeding" to keep pets properly until their lives are over. Before keeping a pet, consider whether the pet can keep it properly until its life is over.
When you start keeping a pet, prepare an environment where the animal can continue to live safely, such as preparing a breeding cooperator in case of unexpected circumstances.
