Proposals proposed by the mayor and legislators will be submitted to the plenary session and will be the agenda for City Counsil. At this time, the proposer will explain the reasons for the proposal, and in response to this, a member of the Diet will ask questions about the bill, and a bill-related question will be asked by the proposer to answer this. When the questions related to the agenda at the plenary session are completed, the agenda will be referred to the Standing Committee for more detailed examination. This referral means transferring the place for reviewing the agenda from the plenary session to the Standing Committee. The Standing Committee conducts examinations such as hearings from the competent bureaus, etc., and after the examination is completed, a vote is taken, and the attitude of the Standing Committee to the agenda (original draft approval, rejection, * amendment approval) is determined. I do. The results of the examination by each Standing Committee determined here are submitted to the Chair as a review result report, which becomes the agenda of the plenary session again, and after alternating discussions (explanation of opinions) from the standpoints of pros and cons, voting is performed, and it is decided to be approved, rejected, or amended. ※The amendment is to pass the amendment of the bill.
