Submissions may be made at any time, but in principle, at noon (excluding city holidays) at each regular meeting (February, May, September, November) 3 days before the plenary session date (excluding city holidays) Petitions and petitions submitted up to 4 days before (in the case of mail, must arrive at least 4 days before (excluding city holidays)) will be handled at the regular meeting.
