Aiming at the early realization of a large city system "Special City" appropriate for Yokohama City, the "Yokohama Special Self-Government City University Rules" (March 2013) that summarizes the background and necessity of a special city, the outline of the system, the process, etc. (developed in March 2021) was revised based on trends over special cities and announced as "Yokohama Special City University Rules".
