　A person who meets one of the following requirements:

（１） Those who have graduated from a department that specializes in either psychology or medicine at a university, etc. based on the School Education Act (Act No. 26 of 1947).
（２） Those who have the same knowledge as (1) and have at least 3 years of counseling experience or at least 1 year of counseling practice experience and have a deep understanding of AIDS.
