The Public Offering Act Permission System is a system that aims to create the appeal and liveliness of the park by utilizing ideas from private businesses while ensuring the public interest, and this time, at the Satoyama Garden in Yokohama Animal Forest Park, in order to enhance the attractiveness of the park by selling food and drink outside the period of the Satoyama Garden Festa held in spring and autumn, and to promote the locally grown and consumed. In this trial implementation, in order to fully apply the open call for participants type act permission system, we examined the securing of public interest while conducting food and drink sales with kitchen cars while partially relaxing the standard of conventional act permission. did.

Results

Overview of FY2022

Of the eight proposals that were candidates for act permission, 7 proposals have been approved through the act permission procedure.
Phase 1: July 16-September 4 (51 days) and 2nd period: November 1~
The event was held on November 30 (30 days).

  • Number of days of implementation (the day when the store was opened): 30 days out of a total of 81 days
  • Maximum number of store openings per day: 4 stores
  • Maximum number of store openings per company: Phase 1: 7th, 2nd term: 4th
  • Efforts to Ensure Public Interest: ①Utilization of agricultural and livestock products produced in Yokohama City, (2) deplasticization of containers, (3) decarbonization of power supply, (4) preparation of free rest areas, etc.

Verification and full-scale implementation from FY2023

After the trial implementation, verification was conducted based on company interviews. In summary, the operation of the private sector was carried out smoothly on the day, the user's reputation was good, and overall good results were obtained as a contribution to enhancing the appeal of Satoyama Garden and promoting the locally grown and consumed. Therefore, based on the two-year trial results, the full-scale implementation will be implemented from FY2023.
Please refer to the application guidelines to be announced in the future for specific application conditions for full-scale implementation.

There were eight application proposals, and as a result of the examination, the contents of the proposals by the following applicants were determined as candidates for action permission.

Main conditions for project implementation

①Food and drink (all or part) to sell must make use of agricultural and livestock products produced in Yokohama city. In addition, work on utilization PR of agricultural and livestock products produced in Yokohama city.
②As an initiative of the SDGs, implement measures to deplasticize when selling food and drink.
③As a decarbonization initiative, strive to prepare power supplies such as storage batteries, electric vehicles (EVs), and fuel cell vehicles (FCVs) as much as possible. In addition, when the city prepares an environment that can supply power, use the specified power supply. In that case, cooperate with the distribution and posting of decarbonization pamphlets, etc.
④Set up and remove free rest areas (parasols and benches), and open and close the parasols according to the weather (strong wind, etc.).
⑤ZOORASIA, Forest Adventure Yokohama, Garden Neckles Yokohama, International Horticultural Expo, etc.
⑥Collect garbage, such as empty containers for sale, return garbage to the buyer to the retailer, and inform them of take-out to home. In addition, clean the area around the kitchen car and free rest space.

  • Maximum number of store openings per day: 4 stores
  • Maximum number of days to be implemented per business operator: Phase 1: 6th, 2nd term: 9th
  • Efforts to Ensure Public Interest: ①Utilization of agricultural and livestock products produced in Yokohama City, (2) deplasticization of containers, (3) decarbonization of power supply, (4) preparation of free rest areas, etc.

Verification and Future Initiatives

Verification was conducted based on the results of implementation and interviews with business operators.
As a result of the verification, the operation of the day was carried out smoothly by private businesses, and there was no particular problem.
In a relaxed atmosphere, businesses heard that they were able to communicate with users and share their efforts with peers, and expressed their intention to implement them again next year. . It also had a good reputation among users and contributed to the enhancement of the attractiveness of Satoyama Garden and the promotion of locally grown and consumed.
About approach to secure public interest, we were able to achieve generally, and many companies have obtained support for approach. In particular, some suggested that the promotion of locally grown and consumed should be made more widely known to users. On the other hand, there was room for improvement in public awareness of surrounding facilities and enlightenment of decarbonization, including the preparation system on the city side.
As a future initiative, a second trial will be conducted after modifying some of the public offering conditions based on verification in order to accumulate results.
