A person who intends to submit a proposal shall meet all of the following conditions:

1. Being not a person listed in Article 3, Paragraph 1 of the Yokohama City Contract Regulations (March 1964 Yokohama City Regulations No. 59) and a person who has the qualifications specified in the provisions of Paragraph 2 of the same Article.
2. In the 5th and 6th Yokohama City General Competitive B Qualified Person List (related to goods, consignment, etc.), the business type "320: Various survey plans" is registered in the first place, and "Market / opinion poll" and "Consultant of construction (excluding construction consulting, etc.)" in the 5th and 6th Yokohama City General Competitive B Surveying Survey Qualified Person List of Business Cons, etc.
3. Being a person who has not received the nomination suspension measures based on the Yokohama City Nomination Suspension Measures Guidelines on any day from the deadline for submitting the “Participation Intention Application Form” to the date on which the contract candidate is specified.
4. Have a track record of basic plans or basic design development support for similar or similar social education facilities.
5. Have a track record of examining public-private partnership business methods for the same type or similar social education facilities.

O. The work implementation system described in the proposal cannot be changed except in extremely special cases such as illness, death or Retirement.
