Application for food-related business license (when continuing business)
If you are already in business, we will contact you by phone or postcard one to three months before the expiration of your business license. If you wish to continue business, you will need to apply for a facility survey and permission application. If there are any items that have been changed since the previous permission was granted (applicant Address, corporate representatives, facilities, equipment, etc.), the prescribed notification is required. Flow to Business Licenses
The flow up to the business license is as follows.

1 Advance notice
Nishi Ward Health and Welfare Center Health Sanitation Division will contact you by phone or postcard one to three months before the expiration of your license.
2 Facility Survey
We conduct a survey of the facilities to determine if they meet the standards. In addition, we will confirm hygiene management in accordance with HACCP.
In addition, in the facility survey, please be present with a food hygiene manager who fully understands the handling contents of food.
[Facility Standards]
The facility standards were revised in June 2021. For facilities whose business license date is before May 31, 2021, please make sure that the new standards are met.
As a result of the survey, if the facility standards are not met, a resurvey will be required. Please contact us with plenty of time for your business license.

Specific examples of revision of facility standards: The hydrant of the handwashing equipment for workers at food handling locations (kitchen, pantry, etc.) must have a structure without recontamination.
・Hydrants that meet the standards
Sensor type or lever type (length that can be operated with elbow) that can stop water without touching fingers, etc.
・Water taps that do not meet the standards
When stopping water, handle type, etc., which is recontaminated by touching the handle touched before hand washing.
[Hygiene management in line with HACCP]
Due to the revision of the Food Sanitation Law, in principle, "hygiene management in accordance with HACCP" has been institutionalized (mandatory) for all food businesses. At the time of facility survey, we will check the status of our efforts and provide advice. If you have created a hygiene management plan, please prepare it.

3 Application for Business Permit
Due to the revision of the Food Sanitation Law, even facilities that have been operating before May 31, 2021 will be treated as new applications for the first permission after June 2021. Therefore, the new permission period is calculated automatically from the business license date and the business license period, regardless of the remaining period until the current business license period.
There are two ways to apply: a food hygiene application system (online system operated by the Ministry of Health, Labour and Welfare) and a method to visit the counter. For details, please refer to the following link.
Regarding the application fee, you can apply the renewal fee instead of a new one by submitting a fee reduction petition.
4. Issuance of business license
The business license will be issued at the counter or by mail approximately two weeks after the application. Please consult with Nishi Health and Welfare Center about how to receive your permit.
Please post your business license in a place where you can easily see the shop and open it.
When applying using a food hygiene application system (online system operated by the Ministry of Health, Labour and Welfare)
The Ministry of Health, Labour and Welfare has started operation of the food hygiene application system, and since June 1, 2021, procedures have become possible via the Internet. If you use the food hygiene application system, please attach the following required documents and apply within two weeks prior to the expiration date of your business license.
The application fee will be paid at the counter of Nishi Health and Welfare Center Health Sanitation Division as before. After applying in the system such as food hygiene application, please come to the counter to pay.
In addition, it is possible to apply at the counter.

Please attach the following documents to the food hygiene application system.
- Drawings showing the structure and facilities of the facility
※ You cannot apply for a food hygiene application system unless you attach drawings.
If you do not have a drawing, please attach a blank sheet. - Documents certifying the qualification of a food hygiene manager (only when changing the food hygiene manager)
※ If there are any changes in other matters, please contact the person in charge.
Payment of application fees, etc.
After applying in the food hygiene application system, the person in charge will contact the business operator and adjust the payment date of the application fee. Once the payment date is fixed, please bring the fee and the following documents to the Health Sanitation Division office in Nishi Health and Welfare Center.

The mail delivery request form will be given by the person in charge at the time of 2 facility surveys.
When applying at the counter
Please bring the fees and the following documents to the Health Sanitation Division office in Nishi Health and Welfare Center up to 10 days prior to the expiration date of your business license.

Notes
- If you do not apply within the business license period, you will not be able to operate.
- Applications after the expiration date will be treated in the same way as "new applications", and the application fee will not be reduced and the new fee will be applied.
