What kind of person will the The Long-term Care Insurance insured card be issued?

The The Long-term Care Insurance Insured Card is issued among all first insured persons aged 65 and over and the second insured persons aged 40 to 64 who are certified as requiring nursing care or support. Those who have been certified and those who wish to issue an insured person's card.
For the first insured, the insured person's card will be sent by registered mail (no transfer required) from the ward office Insurance and Pension Division before the 65th birthday.
